Lacey mystery?

A group of DXer’s in Tacoma are faced with a mystery.

DXers listen for long distance radio and recently they’ve picked up a Russian language station on 1710kh with what seems like Protestant religious programming.

The signal is weak and it’s location can’t be pinpointed for sure, but some think it may be emanting from somewhere in the Lacey area.

Does anyone know how to solve this mystery, or even if there is a mystery?
